LOU DOBBS SAYS GANG MEMBERS IN CHICAGO NEED PROGRAMS

In response to President Barack Obama's visit to Copenhagen, Lou Dobbs said that Chicago is full of gangs and the money spent on the visit to Copenhagen would have been better spent helping gang members in Chicago with after school programs. Yes gang members need that additional help and better guidance. Lou Dobbs obviously does not know the potential value of the GED to gang members. He can start by reading my articles about the GED in Illinois and articles related to at risk gang members. Actually we are all at risk because the growth or shootings by gang members may be on the rise. Was President Obama right or wrong for spending all of that money on the trip (including his wife's expenses)? You decide for yourself, but base your decision on all of the facts and not just things like Obama's ties to the power elite in Chicago. Billions of dollars annually could be saved by helping Americans with the GED and dropout prevention that afflicts 1.2 million students annually. Lou Dobbs has to take responsibility for all of his poor decisions (since he believes the President made a really bad decision here), too. I guess what I am telling you, my reader, is that nobody in this country has been doing the right thing to bring us all together and the time for change is now. I am hoping to be in the White House this month to discuss the key things about making life better for people here at a low cost to Americans, including improving our educational system so more Americans can go onto college.
Lou Dobbs has been mentioned as a candidate for President of the United States and the Latino community has a campaign to get rid of Lou Dobbs, calling him racist. Dobbs, who strives to give his listeners the very best, knows that there are problems out there that are not getting proper attention. His comments about helping gang members falls far short of the mark. Helping gang members requires that each police detective in the United States who interviews an arrested gang members must provide a GED program to those who have dropped out of school. Of course we would love to get to the gang member before he gets arrested and that is where community based organizations could help by giving the same program. What is that program? The Official GED Practice Test and my program in English and Spanish.
States that refuse to offer the Spanish GED test will be at great risk in the future as Hispanic youth drop out and form gangs in North Dakota and South Carolina. The mistakes of elected officials and GED test center administrators will come back to haunt them. Conservatives should jump on this because the tax payer will be asked to shell out more money. This is why all Americans should be concerned about the national GED crisis of 40 million adults without a diploma and few resources in the community. Those resources can be increased greatly by calling upon me to help out all over the United States. I can work with the individual and all of the institutions that affect adult education in the United States, including CBO's and libraries.

GED FOR ALL LIBRARIES
In the Central Islip Library in 2004, the library expanded its help to the community with great success. Prior to that date, the library offered a program with BOCES, but only in English. The GED Hotline had noticed for years that the community was not being served properly and that the OPT or Official Practice Test was basically what adults had to take to see if they could pass the GED. The program was sold to the library and within two weeks WALMART donated $1,000 to the library's project. All libraries need this program in the languages tested in that state. You may contact the GED Hotline for more information. Anyone who has taken form PA of Official Practice Test in a school or library can order the program or if you have never taken fo the Official Practice Test, you may order it.

NYC GED AND THE WORKFORCE
Unemployment is up, especially among minorities. In fact the unemployment is at levels for minorities that Americans experienced during the Great Depression. Reports indicate that a large percentage of Hispanics do not even have the savings to fall back on during these rough days. Here is breaking news from the Big Apple that other major cities can follow. City Council Speaker has delivered her State of the City address and she has set the tone for everyone, other cities should do the same immediately. New Orleans was a city waiting to have a disaster and the unemployment described above is a hard fact to deal with, but those high levels of unemployment are often the result of low levels of education. Trust me! The importance of Christine Quinn's address should impact on urban, suburban, and even rural areas all over the country. Speaker Quinn proposed concrete steps aimed at improving the city’s GED testing system, which is currently fragmented and inadequate in assisting New Yorkers lacking a high school diploma. The Speaker’s reforms address New Yorkers who are unemployed and face the greatest obstacles in finding a job. The three-tiered plan will help New Yorkers take the first crucial step towards employment.
• The Council, together with the Department of Education and the Department of Small Business Services, will create a citywide pilot at Workforce 1 Centers that will connect individuals without a high school diploma to GED testing and test preparation courses.
• In order to ensure that those who take the GED are adequately prepared, individuals who sign up to take the GED will first take an Official Practice Test to assess their preparedness.
• The Council will work closely with the Literacy Assistance Center, DOE and SBS to better coordinate the GED system, with a goal of streamlining access to services so that individuals can build skills, obtain a GED if needed and receive assistance in their job search.

OBAMA MOVES TO BOLSTER HISTORICALLY BLACK COLLEGES AND UNIVERSITIES
President Obama signed an executive order Friday strengthening the White House Initiative on Historically Black Colleges and Universities, a document first signed by President Carter 30 years ago to "overcome the effects of discriminatory treatment" and expand capacity at the institutions.
Obama's budget for fiscal year 2011 proposes $98 million in new money for HBCUs: an increase of $13 million, or 5 percent, in the Strengthening HBCUs program, part of the federal Title III program tailored to build the self-sufficiency of HBCUs, and support for $85 million in HBCU funding in the pending student aid bill.

The Washington region is home to many HBCUs: Howard University and the University of the District of Columbia in the District; Bowie State University, Coppin State College, Morgan State University and the University of Maryland Eastern Shore in Maryland; and Norfolk State, Virginia State and Hampton universities, Saint Paul's College, Virginia Union University and Virginia University of Lynchburg in Virginia.
Obama's budget also includes $20.5 million for repair, renovation, construction and acquisition of HBCU educational facilities. The funding will support $279 million in new loans in 2011, $100 million more than in 2010. And the budget provides $64.5 million for the Strengthening Historically Black Graduate Instruction program, a 5-percent increase to a Title III program that aids graduate programs.
HBCUs: A National Resource
HBCUs are a source of accomplishment and great pride for the African American community as well as the entire nation. The Higher Education Act of 1965, as amended, defines an HBCU as: "...any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association determined by the Secretary [of Education] to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation." HBCUs offer all students, regardless of race, an opportunity to develop their skills and talents. These institutions train young people who go on to serve domestically and internationally in the professions as entrepreneurs and in the public and private sectors.

We were told that 50 people were expected to attend. So out of those 50 confirmations, you could expect 25, but 600 came out and they came out to take back their community and Brentwood High School. Police action is badly needed, but it has to be combined with education for an entire community.

The Data Port recently received a note from Melisa DeNinno who is the Communications Coordinator for Literacy Volunteers of Tucson. It was ominously headed: Arizona Plans to Plummet to Fame.
“The budget cuts Governor Jan Brewer is proposing are painful, but one will earn us national recognition. Not only will Arizona have one of the highest high school drop-out rates in the nation, if the proposed cuts are approved, GED classes and testing will no longer be offered in this state. Arizona would become the only state in the country without this service.”
Paula Stuht, Vice President of Business Development of the Tucson Metropolitan Chamber of Commerce, adds:
“The economic impact of NOT educating the nearly 800,000 Arizonans who do not have a high school diploma is enormous. The elimination of Adult Education will prevent the development and re-training of a prepared workforce that we urgently need to attract and keep existing businesses in Arizona.”
“Without a GED it is nearly impossible to go on to further training or to get a job. 70% of welfare recipients and 65% of the state prison population don’t have high school diplomas. 18% of all high school diplomas issued in Arizona in 2008 were GED diplomas, nearly 1/5 of Arizona’s high school graduates.
GED grads earn $5,000 more per year on average, resulting in approximately $70 million additional taxable income in Arizona. Arizona benefits from over $8 million in additional tax revenue from GED graduates which is almost double the return on investment.
If the Governor’s recommendation to totally eliminate its $4.6 million adult education program is ultimately approved, Arizona will sacrifice $11 million of federal funds for adult education that are directly based on the state’s commitment to maintain its funding level.”
Arizona plans to set a new record.
“Not only will have one of the most abysmal drop-out rates, we will effectively dismantle the only entry point into immediate employment and job training for the approximately 22,000 adults that are served by Adult Education annually. At a time when more than 1 in 5 people in Pima County is living in poverty can we really afford this?” says Ramón Valadez, Chairman of the Pima County Board of Supervisors.
Cutting Adult Education and the GED will not help the state’s deficit, it will deepen it.
Save Adult Education in Arizona. The governor has recommended the complete elimination of adult ed (that is, GED and other adult programs) -- retroactive to January 1, 2010 -- in order to try to balance the budget.

LOBBY DAY IN ALBANY

The newspapers reported slight increases for high school graduation for minorities in New York City and Long Island. There is no mayoral control of the schools on Long Island. Wyandanch (50 percent), Central Islip (63 percent), Greenport (64 percent), and Brentwood (74 percent) are lowest in 5 year graduation rates in Suffolk County. In Nassau County, Hempstead (59 percent), Roosevelt (66 percent), and Freeport (73 percent) were the lowest. Hispanics were up 2.5 percent in Suffolk and 2.9 percent in Nassau. Nothing spectacular, right? With a lot of room to improve, the schools are not getting the job done. Hempstead, Wyandanch, and Roosevelt saw graduation rates drop since last year and the authorities are concerned about this. I have tried to help two of those schools in the last couple of years and I tried to help Roosevelt years ago, but I was not invited in. Hispanic improvement resulted in New York City, jumping from 48.8 percent to 51.8 percent. Still way lower than both Suffolk and Nassau. I would love to measure the "Obama Effect" for African-Americans.
See below that. At least six million more dollars are needed for GED testing. The GED is still treated like an orphan in New York. Either put that money into the budget or raise it in some other way.
I met people in Albany that I had never met before. It started as a met UFT President Michael Mullgrew. My information has been going to the office of the President of the UFT for years. Then I met Senator John Sampson of Brooklyn, telling him that I am partnering with the Sean Bell Foundation and hoping to bring the French GED to Haiti. Speaker Sheldon Silver was next, shaking hands with him and telling him that I am the other Danenberg. It was a great day, meeting Romel Viel who is helping me with my GED for Committee for Haiti efforts. With a lot of room to improve, the schools are not getting the job done.
Many people in Albany now know about the "GED on Wheels" program that I can bring into their communities. They are working on the budget cuts and yes the budget cut is going to be big. Senator John Sampson told the thousand or so UFT members that he is solidly with the union because the teachers work hard to change lives every day. You would think the members of the legislature would like to find out what the "GED on Wheels" project is. Don't they want to save the taxpayer's money?
Most people who see me just think I am a teacher. I have done my own conferences (one in the Congress and one in the A.F. of L. Building in Washington, D.C. Secretary of State Hillary Clinton knows about my work. I have influenced presidents of countries and governors, and now the City Council of New York is doing much more for the GED and so are the New York State Regents. It is time for all members of the New York State Legislature to do much more for their constituents and we can work together on this. I feel we can reduce the high dropout rate from school by a new initiative, improve the English skills of school children and their parents, and double the number of GED diplomas among the 2.85 million adults. We can do this and protect the taxpayer's dollar at the same time. Hey, I have done various presentations in LOB that most members know nothing about. It is time to find out.
Cost Savings of Rockefeller Reform
It is estimated that New York has already saved $99.22 million
for the limited drug law reform it has implemented to date. It costs
approximately $45,000 a year to incarcerate an inmate in a state
prison, and according to the Department of Correctional Services,
there are over 13,000 offenders who are in prison on drug-related
offenses (about one-fifth of all male inmates and one-third of
all female inmates). The estimated savings to the state, if fully
implemented, would not only be incarceration costs but other
collateral benefits such as health care and welfare savings, added
to the increased productivity of people saved from the draconian
effects of this regimen of laws.

Has additional money been put into GED testing? Most people coming out of prison do not have a GED and they must have quick access to the test and proper funding for GED just does not exist in New York to achieve that. The legislators talk the talk, but that is it. The UFT advocates for GED, but there are no improvements and even conservatives do nothing to help. What is going on? Doesn't New York want to save much more than $99.22 million in the same period of time from now on?

"El Quijote del GED" is excited because the world is focusing on improving conditions in Haiti. We know that the earthquake rocked a weak nation, guided by a weak infrastructure of life. I have spoken to Haitians all over the United States and the Dominican Republic. I know their problems and I feel their pain. I have been to a sugar cane plantation in Puerto Plata and spoken to Haitians on the streets and in the hotels of Dominican Republic, but I have never been to Haiti. I have fought for the rights of Haitians in the United States, been in the Haitian Times and the Boston Haitians Reporter, and been on Radio Nouveaté after speaking at a Haitian flag raising at City Hall in Boston. I, recently, formed the GED Committee for Haiti and now I see the excitement at the Organization of American States that I dreamed about. Another Martin's dream may soon be a reality as Haitians march toward education including high school equivalency, dropout prevent for a people plagued by poor school resources, English language acquisition, and educational gains in French and Creole. Join with me in the march to educate the people now. I am asking all college and community colleges to accept 5 Haitian students on scholarships in the United States and other countries. Haiti needs the French GED now. Not next year. Millions of adults and youth need the benefits that millions of Americans have derived from passing the GED in the United States and gaining new opportunities through the GED.
Benefits of GED. Low cost education for adults. Workforce development or improvement. College expansion and access to other educational programs (even online). Cutting down on gangs, criminality, and delinquency through education, improved church and community leadership (including parent involvement in schools).
